Improve coverage of edge cases for 3-byte UTF-8 sequences. Coverage for 2-byte and 4-byte sequences was already reasonable.

Cleanup: 1. Move invalid two-byte sequences after valid ones and make their descriptions easier to understand. 2. Replace the wrong and confusing expression "middle byte" with the correct term "start byte". 3. Add test lines for U+EFFFF and U+F0000. 4. Replace the unhelpful word "strange" with more descriptive terms. Arguably, nothing about this (or maybe everything?) is strange.

Messages of the -Wbase level now print STYLE:. Since this causes horrible churn anyway, profit of the opportunity to stop excessive testing, such that this is hopefully the last instance of such churn. Consistently use OpenBSD RCS tags, blank .Os, blank fourth .TH argument, and Mdocdate like everywhere else. Use -Ios=OpenBSD for platform-independent predictable output.
