When .Bd, .D1, or .Dl is tagged, attach the permalink
to the first few letters, similar to what was earlier done for .Pp.

Support manual tagging of .Pp, .Bd, .D1, .Dl, .Bl, and .It.
In HTML output, improve the logic for writing inside permalinks:
skip them when there is no child content or when there is a risk
that the children might contain flow content.

This form allows you to request diff's between any two revisions of a file. You may select a symbolic revision name using the selection box or you may type in a numeric name using the type-in text box.
